Large areas of the World have been subject to armed conflict, and the unexploded remnants of war still remain in the ground today. Oceans have been used as dumping grounds for unwanted conventional, nuclear, chemical and biological ordinance for the past 200 years, but because most military explosives do not hydrolyse, munitions still lie intact on the sea bed today. Significant risks exist when any form of intrusive engineering disturbs these land and sea munitions. Bombs, mines and other items of ordinance still waiting to fulfil their design function can - and often do - explode, destroy and kill.

The demand for environmental contamination remediation services in support of city redevelopment and roadway construction, harbour deepening to take larger shipping, and the exploitation of offshore seabed resources has increased rapidly. Health and Safety has assumed a greater importance and the Construction Design and Management (CDM) Regulations now places more responsibility upon land owners and developers to address site contamination and eliminate risks.
